Isn't this what they call a subordinate clause? The 'when' keeps it from being a complete thought, and implies that there's more you need to know.

Well, it has a capital letter at the beginning, and a period at the end. That makes it a sentence, right? :)
OK, I suppose it does kind of need the context to make any sense, though.
